Newly Requested Features:
Interlocal Agreement Among Participating Governments
If your governmental entity requires an Interlocal Agreement among participating governments in
order to purchase products cooperatively with other governmental entities, you may want to consider
doing so through the National Joint Powers Alliance (NJPA), a 28,000 member purchasing
cooperative. NJPA will be a contracting governmental participant in DEPO's current and certain future
pools, offering other governmental entities (that cannot or choose not to participate directly) a seamless
method of obtaining optimized pricing through the governmental cooperative Interlocal Agreement
approach.

To participate through NJPA, Click here to visit their site. When you participate through NJPA, you will
still have the opportunity to input your requirements on the DEPO platform and will need to login upon
your return. In the event NJPA awards a contract, they will be the contracting entity, and your input
assures that the bids they receive for your product(s) will be precisely for the, specifications, volumes,
terms and other characteristics you require.

If you do NOT need an Interlocal Agreement to participate, skip this section and just
proceed to Unbundling, below.

Unbundling of Fuel Purchase / Delivery Contracts
This Option permits you to allow each participant in the fuel supply chain to perform the function it does
best. Refiners/Wholesalers produce the end product fuel and are best equipped to deliver it to the
local racks. They earn their profit from the margins between the price at which they buy or produce the
fuel and the price at which they sell it. Jobbers / Distributors are best equipped to deliver fuel from
the storage racks along the pipeline to your local storage tanks. They earn their profits from truck
delivery fees.

In order to generate even more savings, you now may elect to receive separate bids for the (i) sale of
the fuel product and for the (ii) delivery of the product, the combination of which should result in
more bids for each and a combined lower fuel cost (i.e., additional savings). If you elect to permit
"unbundling" of your bid, your detailed bid documents need to provide for separate bids for fuel supply
and fuel delivery.

"By unbundling our fuel supply contract from our fuel delivery contract we saw
significantly more bidders for each part of the physical fuel contract. We saw more
activity on our bid requests than before because we asked suppliers and truckers
to bid only on what they do best. We were surprised at the results even though
we are located in one of the largest and most competitive fuel supply markets in
the country."
